Michael C. Anderson serves as the Developmental Home Program Director for Mecartea & Associates PLLC, where he oversees the development, operational structure, contracting initiatives, provider relations, compliance coordination, and long-term growth of the agency’s Family Forever Program throughout Arizona.
With a strong foundation in advocacy, leadership, human services, and operational development, Michael is responsible for guiding the agency’s Adult and Child Developmental Home (ADH/CDH) programs while ensuring providers, staff, and operational systems remain aligned with Arizona Division of Developmental Disabilities (DDD) standards, regulatory expectations, and person-centered care principles.
Michael plays a central leadership role in building and strengthening the agency’s developmental-home infrastructure from the ground up. His work focuses on creating stable, compliant, compassionate, and family-centered environments designed to support individuals with developmental disabilities, behavioral-health conditions, and complex care needs throughout Arizona.

Rebecca has experience supporting individuals with mental health conditions, developmental disabilities, and vulnerable populations. She is a strong advocate for behavioral health awareness, trauma-informed care, and person-centered support services.
Her passion for advocacy is deeply rooted in personal experience within the Texas foster care and adoption system, which has shaped her understanding of the emotional, behavioral, and developmental challenges children and families may face. Through both professional and personal experiences, Rebecca has developed strong knowledge involving child development, family dynamics, emotional support, and behavioral-health advocacy.
Rebecca also spends personal time independently studying human behavior, trauma responses, and emotional-development systems to further strengthen her understanding of mental health and supportive intervention strategies.

Since beginning his career as an associate in April 2014, Mr. Freyer has built a robust practice at the intersection of public policy, national security, and institutional oversight. Throughout his career, Mr. Freyer has been instrumental in shaping significant legal precedents. Between 2014 and 2018, he worked on four high-profile cases that reached the Congressional level, including the legalization of marijuana across several states, the reform of state-level firearm licensing and public carry laws, and the regulation of the liquor and spirits industry. His work has also extended to large-scale labor enactments, contributing to federal employment initiatives that impacted hundreds of thousands of American jobs. A graduate of John Adams Florida High School with international and military extensions, Mr. Freyer holds specialized credentials verified via the National Archives and an active MIT-associated profile. In his role, Jimmy manages the critical intake and placement process, working closely with the Division of Developmental Disabilities, providers, and families to coordinate seamless transitions. He is responsible for conducting thorough assessments to ensure that each developmental home meets the high standards required for holistic care, while simultaneously serving as a bridge between operational requirements and the personal needs of the residents. He even responds to ddd vendor calls for members looking for placement within our agency.
Jimmy’s approach combines rigorous attention to detail—specifically regarding state licensing requirements and quality assurance—with a compassionate understanding of the complexities inherent in developmental home settings. By maintaining clear communication channels with stakeholders and prioritizing the rights and well-being of every participant, he ensures the Family Forever Program remains a pillar of reliable, compassionate support for the community.
Addie Jensen - Developmental Home Licensing Coordinator Northern Arizona Region
Addie M. Jensen serves as the Developmental Home Licensing Coordinator for the Northern Arizona Region within Mecartea & Associates PLLC’s Family Forever Program, where she oversees Adult and Children Developmental Homes throughout the region while supporting providers, families, and individuals through compassionate, compliant, and person-centered services.
Addie brings extensive experience in behavioral health, developmental disabilities, provider support, and behavioral-treatment planning. Her professional background reflects a strong commitment to advocacy, quality care, and improving outcomes for vulnerable individuals and families across Arizona.
In 2020, Addie previously worked alongside Crystal Rebecca Freyer at Arizona Family Solutions LLC as a Behavioral Specialist, where she developed and authored behavioral treatment plans for multiple provider agencies throughout Arizona. Her experience in behavioral-health services and individualized support planning helped strengthen care coordination and improve quality-of-life outcomes for children and adults receiving developmental and behavioral-health services.

With extensive experience in the developmental disabilities (DDD) and behavioral health fields, Kino has built a career centered on advocacy, structure, and meaningful support for individuals with developmental and behavioral needs. Prior to joining Mecartea & Associates PLLC, Kino worked alongside Crystal at Arizona Family Solutions LLC as a Behavioral Specialist, where he played a key role in developing and supporting behavioral treatment plans for multiple agencies across Arizona. His work included authoring and writing behavioral treatment plans and presenting them before the Division of Developmental Disabilities (DDD) Program Review Committee (PRC), helping ensure individuals received effective, individualized, and clinically appropriate support services. He also provided impactful behavioral support services for Embrace Hope LLC and assisted individuals and families in achieving positive outcomes through compassionate guidance and individualized care.
Kino previously served as a Program Coordinator at Tungland Corporation, where he provided leadership and oversight within the DDD community, supporting staff, coordinating services, and ensuring quality care for individuals receiving developmental services. His strong understanding of DDD systems and hands-on leadership approach have made him a respected advocate within the community.
In addition to his professional leadership roles, Kino operates his own DDD Group Home Agency, where he provides structured, supervised, and individualized care for individuals with developmental disabilities. • Developmental Home Initial Licensing Director for the Family Forever Program at Mecartea & Associates PLLC.
• Oversees statewide developmental home licensing operations, certification readiness, quality assurance initiatives, and compliance standards.
• Provides leadership, mentorship, and training to Initial Licensing Coordinators and developmental home providers.
• Extensive experience within Arizona’s Division of Developmental Disabilities (DDD) system, residential operations, provider compliance, and developmental home oversight.
• Owner and Operator of a behavioral consulting agency, authoring and developing DDD Behavior Support Plans for provider agencies throughout Arizona.
• Specialized expertise in behavioral health, psychology, treatment planning, residential services, provider development, and person-centered support systems.
• Experienced in supporting individuals with complex behavioral and mental health needs, including Borderline Personality Disorder, Bipolar Disorder, Schizophrenia, and Schizoaffective Disorders.

Jessica brings more than a decade of residential and developmental disability leadership experience to our organization.
During her 12-year career with Proverbs Group Homes, she advanced from House Manager to Program Coordinator, overseeing multiple residential programs, staff teams, compliance initiatives, and quality assurance operations.
Prior to Proverbs Group Homes, Jessica served as a Group Home Manager with Arizona Mentor, where she led residential programming focused on Activities of Daily Living (ADLs), independent living skills, community integration, and individualized supports.
Her professional career reflects a commitment to excellence, accountability, and empowering individuals to achieve meaningful and successful lives.
