Crystal Rebecca Freyer serves as the Managing Qualified Regulatory Practitioner for Mecartea & Associates PLLC. In this role, she represents and supports individuals and families navigating matters involving healthcare, professional licensing, child care, civil rights departments, and housing authorities. 

 

Crystal brings a client-centered, informed approach to complex regulatory and advocacy matters, helping clients understand their options, address barriers, and move forward with clarity and confidence.

Nevaeh Rivera serves as the Associate Managing Certified Administrative Paraprofessional (CAP) for Mecartea & Associates PLLC. In this leadership role, she supports the firm’s administrative operations, client coordination, documentation, and communication across its service areas.

Nevaeh works closely with individuals, families, providers, and community partners to promote organized, responsive, and compassionate service delivery. She assists with administrative support for matters involving family and behavioral health law, the Americans with Disabilities Act (ADA), and fair housing matters, helping clients navigate processes with clarity, consistency, and respect.

Known for her attention to detail and client-centered approach, Nevaeh helps ensure that clients receive timely representation and dependable administrative support throughout their experience with the firm. She also leads the CAP team with integrity, professionalism, and pride, fostering a culture of accountability, collaboration, and compassionate service.

Anthony Manley serves as the of Counsel Practitioner for Mecartea & Associates PLLC. He specializes in matters involving public benefits, regulatory compliance, and alleged misconduct connected to unlicensed facilities and housing agencies.

Recognized for his extensive knowledge and practical experience, Anthony provides careful oversight, informed representation, and strategic support in complex regulatory matters. His work focuses on protecting client interests, identifying compliance concerns, and helping individuals and families navigate administrative systems with clarity and confidence.

Shelly Kathleen Davis serves as a Practicing Certified Administrative Paraprofessional for Mecartea & Associates PLLC. She represents individuals and families in county- and state-level administrative matters, including issues involving the Americans with Disabilities Act and fair housing protections.

Shelly brings prior leadership and compliance experience from her service as the Advocacy Compliance Officer for the SOAR Access to Justice Program Leadership Committee. Her work reflects a strong commitment to procedural fairness, accessibility, and informed advocacy for clients navigating complex public systems.

Deborah L. Abernathy serves as a Qualified Regulatory Practitioner for Mecartea & Associates PLLC. She specializes in matters involving state child-services agencies, juvenile law, and advocacy for children and families navigating complex administrative systems.

A former licensed attorney, Deborah brings prior legal experience and a renewed dedication to serving vulnerable communities. She is grateful for the opportunity to continue this work in a new professional capacity and remains deeply committed to providing knowledgeable, compassionate, and client-centered support to the communities she has long served.

Jimmy Bostwick serves as a Practicing Certified Administrative Paraprofessional for Mecartea & Associates PLLC. He specializes in matters involving the Americans with Disabilities Act, behavioral health law, and fair housing protections for individuals and families.

Jimmy provides procedural advocacy, prepares and organizes supporting documentation, and facilitates communication with behavioral health providers, housing agencies, and ADA coordinators at the state and local levels. His work is focused on helping clients understand administrative processes, address barriers to services and housing, and pursue fair, accessible outcomes.

Sierra Quiro serves as an Associate and Certified Administrative Paraprofessional with the SOAR Access to Justice Program at Mecartea & Associates PLLC. Through this program, she assists and represents individuals navigating administrative, regulatory, and access-to-justice matters.

Sierra specializes in matters involving illegal and unlicensed facility operations, including child care facilities operating without proper licensing or authorization. Her work includes assisting individuals with identifying potential regulatory violations, organizing supporting documentation, understanding administrative processes, and pursuing appropriate remedies before relevant agencies and authorities.

Through the SOAR Access to Justice Program, Sierra is committed to helping individuals better understand their rights, access available administrative remedies, and address concerns involving regulatory noncompliance, unlawful facility operations, and the safety and welfare of children and families.

Her work reflects the mission of Mecartea & Associates PLLC to expand meaningful access to justice through informed advocacy, administrative support, and community-focused representation.

Hannah Swift is the Senior Certified Administrative Paraprofessional with the SOAR Access to Justice Program at Mecartea & Associates PLLC, specializing in LGBTQIA+ rights, administrative advocacy, and institutional advocacy.

Hannah helps individuals navigate complex systems involving healthcare, insurance, housing, education, employment, public benefits, and social services. Her work includes assisting with grievances related to discriminatory policies and denials of gender-affirming care, supporting identity-document updates, and helping community members understand and exercise their rights.

She also works with organizations to strengthen inclusive policies, anti-harassment procedures, and staff education while providing Know-Your-Rights resources and connecting vulnerable community members with affirming support networks and legal aid when needed.

Hannah’s work is centered on making systems more accessible, equitable, and responsive to LGBTQIA+ individuals, families, youth, and elders.
